DEZ LIÇÕES QUE PODEMOS APRENDER COM OS “ILEGAIS”

O mundo da inteligência é hermético e o usuário final da inteligência, via de regra, é um político com pouco ou nenhum conhecimento sobre o assunto. Este ensaio visa, a partir de um caso notório de espionagem, extrair lições sobre espionagem e contraespionagem, apontando noções básicas de seu funcionamento para esclarecimento geral, especialmente aos políticos, usuários finais de produtos de inteligência. Em 2010, a prisão de agentes russos nos EUA trouxe à tona o programa de inteligência russo "Ilegal". A imprensa mundial deu ampla cobertura ao caso, principalmente à Anna Chapman, espiã com aparência de Bond Girl, que parecia ter saído das telas de cinema. Os chamados agentes "Ilegais" são agentes que operam com estórias-cobertura profundas e de longo prazo no país-alvo, sem cobertura diplomática. Apesar das autoridades americanas tentarem minimizar essa rede de espionagem, pode-se dizer que ela cumpriu seu objetivo, que era desenvolver laços nos círculos políticos dos EUA, pois atuou secretamente por mais de 20 anos e atingiu pessoas muito próximas ao gabinete presidencial americano. A denúncia de um desertor da inteligência russa expôs a rede de espionagem. Este caso ensina 10 lições sobre como redes de espionagem funcionam e as implicações para a contrainteligência.
