A ASSIMETRIA DE PODER NO BRICS E SUAS POSIÇÕES REFORMISTAS E PRÓ-STATUS QUO SOBRE INSTITUIÇÕES INTERNACIONAIS

O objeto de estudo se enquadra na literatura sobre as relações entre potências emergentes e instituições internacionais. O objetivo é analisar por que grupos de potências emergentes demonstram interesse em reformar algumas instituições e de manter o status quo em outras. A hipótese é que os membros mais poderosos do grupo buscam manter ou aumentar a assimetria de poder, a qual pode ser obtida pela manutenção do status quo ou da reforma de instituições internacionais. O marco teórico é a abordagem que combina power-to com power-over, de modo que os países mais poderosos do grupo (num dado tema) conseguem por meio de um processo de participação alcançar um resultado que legitima a diferença de poder. O método é de estudo de caso. BRICS é o caso escolhido ser intercontinental e conter as maiores potências emergentes. Para fins comparativos, as arenas institucionais escolhidas foram o Fundo Monetário Internacional (FMI) e o Conselho de Segurança das Nações Unidas (CSNU), por ser possível identificar uma posição do BRICS reformista em relação à primeira e pró-status quo em relação à segunda.
